Why are employees unable to update the progress of a goal even though the Goal Plan is active?

Even if the Goal Plan is active, progress cannot be updated if the due date for the goal or its milestones has already passed. Once the due date is over, the system restricts progress updates for all non-admin users, including employees and managers.
