When is the manager not allowed to apply for overtime on behalf of a team member?

Overtime is the extra hours that an employee works beyond their regular working hours.


If the manager is the primary reviewer of overtime requests and there is no second level of reviewer, then the manager lacks the authority to apply overtime on the behalf of a  team member.
