While activating a permission policy why does the admin see the message Error while activate workflow policy, Active policy exists for same configuration with name Permission?

The message Error while activating workflow policy, Active policy exists for the same configuration with the name Permission displays when the admin tries to activate a policy with identical settings and name, as an existing one, particularly for the same date. The system prevents the activation of duplicate policies to maintain consistency.
