Admin is unable to delete location from greytHR database. What can be the reason?

In the greytHR database, employees are segregated into various categories. One of the main categories is Location. Each location in the greytHR database has a number of active employees. An admin cannot delete a location that is configured with active customers. In order to delete an active location, the admin must transfer the employees from that location to another location.
