Can two goal plans exist with the same time duration?

Yes. The admin can create two goal plans with the same time period. 

Goal Plans is a framework for setting, tracking, and evaluating specific, measurable objectives aligned with the organization's broader goals. The goal plans must be of different types, like the Performance goal plan and the Development goal plan. 

But two goal plans of the same type, such as two Performance goal plans, cannot be active at the same time for the same period.
