Can admin use the resigned/terminated employee's ID for new employee?

An employee decides voluntarily to resign when they choose to leave their employment or job position. The organization removes an employee's details from the database whenever the employee resigns. The employee's ID can only be used when the organization deletes their details from the greytHR database.
