When is the "All Resigned Employees before budget changes 2024-25" option for the Auto Recompute Income Tax for Left Employees feature visible?

The All Resigned Employees before budget changes 2024-25 option is visible only when:

FY 2024-25 is selected.
The admin is recomputing income tax by selecting either in February 2025 or March 2025 payroll
