Why is income tax deducted for an employee who is not in the taxable income bracket?

The income tax gets deducted for the employees who do not fall under the taxable income bracket if the admin fails to add the employees’ PAN details. The tax is deducted at the highest rates. This is either as specified in the relevant provisions of the Income Tax Act or at a rate of 20%.
