Can admin file TDS online via NSDL without the help of TIN Facilitation center?

Yes, the admin can file Tax Deducted at Source (TDS) online via NSDL without the help of the TIN Facilitation Center.
To file a TDS online you must upload a valid File Validation Utility (FVU) to the Tax Information Network (TIN) website.

The pre-requisites to file a TDS are:

DSC for the authorized signatory.
Registered and activated user in TIN Services Portal.
A validated FVU from greytHR.
