Why employee is unable to find Submit button while declaring FBP?

A Flexible Benefit Plan, is an employee benefit program that allows employees to choose from a range of pre-tax benefits and allocate a portion of their compensation to these benefits based on their individual needs. The employee can view the Submit button after their HR Admin releases the FBP declaration.
