Is it permissible for employer or employee to make contributions at a rate higher than the mandated 10%?

Yes, it is possible for the employees.

The reduced rate of contribution (10%) is the minimum rate of contribution during the period of the package. The employer, employee or both can contribute at a higher rate if they wish to contribute.
